Captain Alessio Carta, Italian Navy, Italy The Outfitting and Testing Navy Command (MARINALLES) is a branch of Naval Logistics Inspectorate whose main missions are to supervise the construction and outfitting of new ships and submarines up to their entrance into service and to train their crew members. To accomplish its missions, MARINALLES verifies, in cooperation with the Technical Offices of the Procurement Agency (NAVARM), the compliance with contractual specifications of ships, submarines and their systems during all construction phase, being involved in trials, acceptance and guarantee commissions. It also provides for the best available human system integration on board and is responsible for specific crew’s training both for individuals and for teams. MARINALLES consists of a permanent group of engineers and specialists who team with the designated new ships/submarines crew, and supports Foreign Navies in supervising construction of ships and submarines purchased at Italian Shipyards and provides, as for Italian Navy, preliminary crew training. According with NATO AQAP 2070, MARINALLES can contribute to GQA (Government Quality Assurance System), if requested by purchasing Foreign Navies. For the benefit of these Navies, MARINALLES ensures considerable time reduction in satisfying requests for technical support and operative evaluation, also with the help of Italian Navy staff. Currently MARINALLES manages the construction of Horizon Class Destroyers, FREMM Class Frigates and U212 Class Submarines and cooperates with India, Iraq, Kenya, Russia and United Arab Emirates. Multi-Scale Performance Evaluation in Naval Combat Systems Domain Mr Elvio Squarcia, Selex Sistemi Integrati, Italy Performance evaluation of modern and future combat systems in complex operating scenarios is strictly related to modeling and simulation techniques. A “multi-scale” methodology is employed to evaluate performances of naval combat systems in multi-platform operating scenarios (e.g. naval fleet, border control, homeland defence and security) through numerical simulation tools, named ICS-Sim (Integrated Combat Systems Simulation). ICS-Sim allows integration of software simulations models with high degree of accuracy to analyse and evaluate systems performances for studying innovative algorithms (e.g. asymmetrical threats contrast) integrated in a systems of systems simulation environment. Multi-scale method consists in modeling and simulation of systems/sub-systems with a different degree of detail and accuracy, depending on their ‘level’ of intervention in functional chains which regulate systems behavior in his entirety. Multi-scale method allows integration, in an unique simulation instrument for complex systems performances evaluation, of performance databases obtained by lower level simulations with increasing accuracy and reliability which share whit integrated simulation the reference scenarios characterization (synthetic ‘real world’ on mission context). The approach, methods capabilities and tools constitutes an advanced application in systems engineering capabilities evaluation domain.
