Chaired by Alain Carof Integrated Diagnostic Processor for Combat System Effectiveness Evaluation Mr. Simeone Solazzi, Selex Sistemi Integrati, Italy The modern operational concept of naval integrated Combat Systems (C/S) focuses on the Mission Effectiveness of the System as an integrated vision of System Effectiveness (the capability of the System to perform its mission) and the Operational Availability (the probability for a System to be available to perform its mission). The Integrated Diagnostic Processor (Processore Diagnostico Integrato, PDI) is a functional and operational decision support system implementing this concept for a better service of the C/S during its life cycle and at lower cost. PDI is based on a one centralized repository collecting C/S and Sub-Systems (S/S) diagnostic data, Ship Management System (SMS) diagnostic data, and Functional Failures Effects Critical Analysis (at C/S level) data. All PDI services are available through the C/S Multi Functional Consoles (MFC). Lost of performance on S/S are analysed respect to their consequences on S/S capabilities and then they are propagated through the C/S functional breakdown allowing the evaluation of the C/S Effectiveness and the forecast of its evolution based on probabilistic prognostics algorithms. PDI provides also services for the whole warship integration correlating C/S diagnostic data and SMS diagnostic data. NIILS Approach for Integrated Naval Combat System Design Mr. Simeone Solazzi, Selex Sistemi Integrati, Italy The NIILS (Normativa Interforze per il Supporto Logistico Integrato) is a directive on the Integrated Logistic Support (ILS) Process oriented to efficiently manage the logistic acquisition inside the overall acquisition process for modern Operational Systems (Main System and Logistic Support). NIILS is the Italian MoD solution to the need for the harmonization of logistic acquisition, ILS Process and Operational System Effectiveness and it is aligned to international standards (e.g. NATO-AAP-48, ISO/IEC 15288, etc.) and Italian standards (SMD-L-001, SMD –L-019). NIILS concepts allows the Program Management Office (PMO) to increase the effectiveness of the ILS Process adopting a Systems Engineering approach to manage the life cycle of the Operational System and using appropriate tools to integrate System design data and ILS data, recorded in a shared DB (Product Common Source Data Base, PCSDB) and specified by a formal language (UML). The Study Case for a NIILS Approach for Integrated Naval Combat System (C/S) Design meets a joint need of the PMO and of its industrial partner to evaluate the gap between the directives expressed in the NIILS and processes and tools used by the PMO and by the industrial partner. The Study Case is also oriented to verify methods and practices to integrate functional and performance requirements with supportability requirements at C/S and Sub-Systems level. The reference for this Study Case activities is the design and development of the C/S for a new generation warship.
